Does (or, Can) the “Send Message” Apple Shortcuts Widget be configured to send an SMS Text to an Android phone?
Or, is the Shortcuts Send Message Widget restricted to Apple Messages?
If there is a way to send an SMS Text to an Android user via the Send Message Widget…how?

I don’t see why it wouldn’t. SMS is the app’s fallback if it can’t establish an online presence for messaging. This not only covers Android, where Messages is not available, but also iOS when a data connection is not available.
Is there a reason you have not just tried it to check it works?
On your iOS device, if your Settings > Messages > Send as SMS is enabled then it will go over as an SMS. If not, your message will be limited to apple devices.
