Upgrading to iOS 18 with minimum impact on Shortcuts

With iOS 18 public beta out I’m starting to think about upgrading my devices. Every time I upgrade iOS though my Shortcuts break, get out of whack, get generally messed up.

Maybe this has been covered before but I wonder if there are best practices for major OS upgrades that minimize the potential impact on one’s Shortcuts database? From what I understand, if you upgrade one device that effectively forces you to update all of them, as the Shortcuts database is then itself updated. Is that right? If so is there a way to avoid that?
