Is it feasible to have shortcuts take text I copy to the clipboard and have it create a new draft in Drafts automatically?

A single step can do it, but you must trigger it manually. You can’t have Shortcuts monitor your clipboard and export any update to a new draft.
If this is on your phone, you could tie this to be triggered from a back tap if you want quick access.
