My wife takes a lot of pictures for work on her iPad (and occasionally on her iPhone). These end up getting synced to iCloud and has blown up our storage limit. I’m looking for a way to automate removal of the files from iCloud and just keeping them on her PC.

The My Photo Stream feature might be worth checking out. It shares your most recent photos up to 30 days across all your devices and does not count towards iCloud storage. With this, you can turn off iCloud Photo Library to free up your iCloud storage space, although keep in mind it does not replace all the functionality of iCloud Photo Library.
