When I try to delete old shortcuts, they keep repopulating from iCloud. Any workarounds?

I got them to delete by deleting also from my iPad. Somehow iCloud was messed up so after deleting from my phone it would pull from iCloud, deleting from both devices did it for me. I didn’t try to delete at the same time, what i did was delete from iOS and waited to see if it would delete when it came back i would delete from iPad and it was pushed down to my phone.
