How to stop Safari from Opening Tabs from your Previous Session on iOS

Settings > Safari > Close Tabs: After One Day

That’s probably your best bet, other than manually long pressing on the tabs button and selecting Close All.

Remember you don’t tend (I hope) to close iOS apps. They are suspended in the background unless you explicitly force close them, which terminates any option to run background sync services, etc. It’s a different approach to the Mac’s app management and so requires different options.
