Can’t make Shortcuts NFC Trigger for iPhone To Turn OFF Flashlight

I cannot get my iPhone 11 Pro to read an NFC tag if the flashlight is on.

I’ve tried regular and metal NFC tags.

Anyone else finding this?

Turning ON the flashlight is easy. Turning it OFF does not seem to work.
