PDF actions in Shortcuts broken on 17.1

Good news! FB13310942 seems to be fixed in iOS 17.4 beta 4

I have to remove sooo many Open App actions from my shortcuts!

im on 17.4.1 and its still broken

The bug discussed was fixed in 17.4, and the original shortcut works since then 100% of the times.

What makes you say it is still broken?
