Can I combine separate Voice Control on and off shortcuts into just one that toggles?

I can turn Voice Control on and off with two separate Shortcuts that use the “Turn Voice Control On” and “Turn Voice Control Off” actions. But that requires two separate keyboard shortcuts.

Is there a way to combine the two actions into one Shortcut that says, "If Voice Control is on, execute the “Turn Voice Control Off” action, otherwise execute the “Turn Voice Control On” action?
I think the problem is evaluating the “IF” … I’m not seeing a way Shortcuts can discern VC’s on or off state.

In the meantime, I’ve made a Keyboard Maestro macro that looks for the existence of VC’s little microphone icon, that feels crude and potentially unreliable.
